Commissioners discuss transfer of funds, appropriations

GREENVILLE – Darke County commissioners met Tuesday to discuss the transfer of funds and appropriations. Commissioners Matt Aultman, Mike Stegall and Larry Holmes were present.

In terms of review and allocation of invoices, there is $10,557.81 in the general fund, $73,297.20 in the external general fund and there is a grand total of $83,855.01.

A two-step process to transfer credits and funds for the permanent improvement of the Board of Elections was approved. A transfer of $36,000 was transferred from the construction of the building, plus $5,000, to the transfer for monitoring voting machines for the Board of Elections separately. The second step was a fund transfer of $36,000 from transfer out to transfer in.

“A few years ago, we started moving this around because we knew we would have payment for service contract upgrades on voting machines,” Aultman said. “Every year it’s built into the budget, and we just get to the point where we’re putting ‘x’ dollars into that fund to cover future costs.”

An increase in revenue and appropriations for the Darke County Commissioners Airport, 2021 FAA Airport Improvement Grant, Increase in County Share for Administrative Costs is an estimated revenue increase of $500 and an increase in credits of the same.

A credit transfer for Michael’s Resource Center and Darke County Sheriff was approved. A total of $4,000 was transferred from the Other Operating Fund to the Michael’s Resource Treatment Center Training and Education Fund to balance out some insufficient funds. A total of $9,500 was transferred from medical services to residents’ sundries and the Darke County Sheriff’s Natural Gas Fund to cover purchases and utilities.

A cash advance for the 2020 Critical Infrastructure Grant has been approved. The DC Commissioners requested that the following cash advance be completed to cover “Tom’s final construction payment.” A total of $9,915.81 was transferred from the general fund to an external fund, and all funds will be returned once revenue is received.

An increase in revenue and credits for critical infrastructure in 2020 has been approved. These are the last advances for the grant, and an estimated revenue increase of $7,852.67 and a corresponding appropriation increase have been approved.

“Poke a fork in that one, done,” Aultman said.

Following the meeting, the curators wished all visitors to the fair a good week and hoped they had a good time.

“I hope everyone is having a good fair and the weather has been pretty decent,” Stegall said.

Holmes agreed before adding that it was fun to see families and people come together at the fair.

“We were fortunate to have an elected official visit: Congressman Davidson, Governor DeWine and Senate Speaker Matt Huffman. All of those visits were on Saturday and they are good visits,” Holmes said.
